In 2021, the ministry of OCW asked the Central Government Audit Service (ADR) to map the financial responsibilities of the ministry of OCW for University College Roosevelt (UCR) and provide insights in the risks and complexities associated. This allows the ministry of OCW to come up with solutions and measures, if necessary.
The request was made without indications of continuity issues at UCR. It was a theoretical research question, prompted by uncertainties and questions about the financial responsibility of the ministry of OCW for UCR.
In the report, the ADR concludes that the financial position of UCR has further improved over the last years. The most important finding of ADR is that at present, there is no shared vision on the financial responsibilities of the ministry of OCR (and others). As such, the recommendation is that the ministry of OCW starts conversations with all parties involved to both eradicate ambiguity in the distribution of responsibilities and, if necessary, reconfirm this distribution. The ministry will be working with the recommendations to further create clarity in this case.
No bankruptcy for University College Roosevelt
The article published on ScienceGuide.nl draws several erroneous conclusions on the basis of the report “Financiële verantwoordelijkheid van OCW voor University College Roosevelt – UCR” (“OCW’s Financial Liability for University College Roosevelt – UCR”) which was published on the website of the national government on July 25, 2023.
Prof. Dr. Edward Nieuwenhuis, Dean of UCR, says: “I am surprised by the tendentious title used by ScienceGuide.nl. Not only does it not cover the content of the article itself. More importantly the report which it is based on does not mention a looming bankruptcy.”
From the report, ScienceGuide.nl concludes that bankruptcy is looming for University College Roosevelt (UCR). This conclusion was not verified with the UCR Board and other stakeholders, nor is it in line with the publicly available financial annual report of the college. Since the Covid pandemic, UCR has experienced a small but stable growth. So much so that the college had already reached a solvability of 30% in 2021. While the ongoing political conversations about the internationalization of higher education form a challenge, UCR expects to be able to adhere to the ministry’s proposed criteria for English-taught programs. As such, UCR does not expect to lose a significant part of its market share.
Prof. Dr. Henk Kummeling, Rector Magnificus Utrecht University emphasizes the importance of University College Roosevelt: “In fact, I have witnessed the increasing stability of the college and look at the future with confidence. UCR plays an important role in the educational landscape of Zeeland, where the college is a reliable academic partner in large scale collaborations such as the Joint Research Center Zeeland and the Delta Climate Center.”
OCW’s Financial Liability for University College Roosevelt – UCR
In 2021, the Director-General of Higher and Vocational Education, Science and Emancipation (DG HBWE) requested an investigation to detail to what extent the Ministry of Education, Culture and Science (OCW) is financially liable should University College Roosevelt cease to exist. The investigation resulted in the report “Financiële verantwoordelijkheid van OCW voor University College Roosevelt – UCR” (“OCW’s Financial Liability for University College Roosevelt – UCR”) was published on the website of the national government on July 25, 2023.
The study was carried out by the Central Government Audit Service (ADR) and covers the period between UCR’s inception, January 1, 2002, and October 1, 2021. During their investigation, the ADR spoke to all parties involved with UCR’s management since the inception of the college. Aside from the Ministry of Education, Culture and Science and Utrecht University, conversations included the province of Zeeland, HZ University of Applied Science, Stichting Roosevelt Academy, Stichting Roosevelt Academy Fonds, the municipality of Middelburg, and Delta NV.
The report concluded that it is difficult to establish which party/parties carry what exact liability should University College Roosevelt ever go bankrupt. The ADR advises all parties to come together to clear up any uncertainties and come to formal decisions as to which party carries what liability. These decisions should be formalized in one document, signed by all parties involved. University College Roosevelt accepts the ADR’s recommendation and will take steps to prioritize such conversations.

Het ministerie van OCW heeft in 2021 aan ADR gevraagd om de financiële verantwoordelijkheid van het ministerie van OCW voor University College Roosevelt (UCR) in kaart te brengen en inzicht te geven in risico’s en knelpunten die daaruit voortvloeien. Waar nodig kunnen dan oplossingen en maatregelen worden gevonden.
Dit verzoek is gedaan zonder dat er aanwijzingen bestonden voor continuïteitsproblemen bij UCR. Het ging in die zin om een theoretische onderzoeksvraag, met als aanleiding onduidelijkheden en vragen over hoe het nu zit met de financiële verantwoordelijkheid van OCW voor UCR.
In het onderzoek constateert de ADR dat de financiële positie van UCR de afgelopen jaren verder is verbeterd. De belangrijkste bevinding van ADR is dat er op dit moment geen gedeeld beeld is over de financiële verantwoordelijkheden van het ministerie van OCW (en van anderen). De aanbeveling is dan ook dat het ministerie van OCW in gesprek gaat met zowel alle betrokken partijen om helderheid te scheppen in de verdeling van verantwoordelijkheden en, indien nodig, deze verdeling te herbevestigen. Het ministerie gaat met de aanbevelingen aan de slag en zo verder werken aan duidelijkheid in deze casus.
Geen dreigend faillissement UCR
Het bericht dat op ScienceGuide.nl is verschenen, trekt foutieve conclusies uit het rapport ‘Financiële verantwoordelijkheid van OCW voor University College Roosevelt – UCR’ dat op 25 juli is gepubliceerd op de website van Rijksoverheid.
Prof. Edward Nieuwenhuis, Dean UCR zegt ‘ik ben zeer verbaasd over de tendentieuze titel boven het artikel dat is gepubliceerd op ScienceGuide. Niet alleen dekt het de strekking van het artikel zelf niet, maar ook het onderzoeksrapport van de Auditdienst Rijk waar het op gebaseerd zou zijn, spreekt niet over een dreigend faillissement’.
ScienceGuide beweert dat er faillissement dreigt voor UCR, zonder dit daadwerkelijk te verifiëren bij het bestuur of stakeholders van UCR, noch de gepubliceerde jaarcijfers te raadplegen. Na Covid heeft UCR een kleine, doch stabiele groei meegemaakt, waardoor het college in 2021 al een solvabiliteitspercentage van bijna 30% behaalde. Waar de huidige politieke discussie over internationalisering een uitdaging vormt, verwacht UCR te kunnen voldoen aan de gestelde criteria van het ministerie van OCW over Engelstalig onderwijs. Hierdoor wordt er geen significante afname van het marktaandeel verwacht.
Prof. Henk Kummeling, Rector Magnificus Utrecht University benadrukt het belang van University College Roosevelt: ‘ik zie de stabiliteit van het college juist toenemen en zie de toekomst met vertrouwen tegemoet. UCR vervult een belangrijke rol in het onderwijslandschap in Zeeland, door als academische partner samenwerking aan te gaan in grote projecten zoals het Joint Research Center Zeeland en het Delta Climate Center.’
Onderzoeksrapport ‘Financiële verantwoordelijkheid van OCW voor University College Roosevelt – UCR’
In 2021 is er door de Directeur-Generaal Hoger Onderwijs, Beroepsonderwijs, Wetenschap & Emancipatie (DG HBWE) opdracht gegeven tot een onderzoek om in kaart te brengen in hoeverre het Ministerie van Onderwijs, Cultuur en Wetenschap (OCW) financiële verantwoordelijkheid draagt in het geval UCR zou ophouden te bestaan. Het onderzoeksrapport ‘Financiële verantwoordelijkheid van OCW voor University College Roosevelt – UCR’ is op 25 juli gepubliceerd op de website van Rijksoverheid.
Dit onderzoek is uitgevoerd door de Auditdienst Rijk (ADR) en beslaat een onderzoeksperiode van 1 januari 2002 (oprichting UCR) tot 1 oktober 2021. Binnen dit onderzoek is gesproken met alle partijen die sinds de oprichting betrokken zijn. Dit zijn naast Min OCW en UU ook de Provincie Zeeland, HZ University of Applied Sciences, Stichting Roosevelt Academy, Stichting Roosevelt Academy Fonds, Gemeente Middelburg, en Delta NV.
De conclusie van het rapport is dat niet eenduidig is vast te stellen welke partij(en) de financiële verantwoordelijkheid draagt/dragen. Het alomvattende advies van de ADR is om met alle partijen, onder leiding van OCW om tafel te gaan om de actuele situatie te verkennen, onduidelijkheden te bespreken, afspraken te maken en deze eenduidig vast te leggen in één document, ondertekend door alle betrokken partijen. UCR onderschrijft dit advies, en zal stappen ondernemen alle partijen hierbij te betrekken.
