At University College Roosevelt, your voice matters. Co-governance is how students, faculty, and staff shape the direction of the institution—together. Through the Council and the Program Committee, UCR creates a collaborative academic environment where dialogue, transparency, and shared responsibility are part of daily life.

The UCR Council plays an essential role in shaping the future of the university. As one of UCR’s co-governance bodies—alongside the Program Committee—it represents the interests of students, faculty, and staff.
The Council advises on and approves key policies, from educational programs and support services to finances, facilities, and human resources. Its role is similar to that of a Faculty Council and is based on the UCR Rules and Regulations, in line with Dutch higher education law (WHW).
Who’s in the Council?
The Council consists of six members:
- Three students
- Three employees (who also serve as the UCR Works Council)
This structure ensures that different voices within our community are heard and respected.
How it works
The Council meets five times a year with UCR’s Executive Board in open meetings—welcoming all members of the UCR community. Twice a year, it also meets with the Board of Trustees.

Program Committee
Program Committee
The Program Committee is dedicated to maintaining and enhancing the quality of education at UCR. It brings together students and faculty to ensure that UCR’s academic programs remain rigorous, relevant, and student-centered.
What the Program Committee does
The Committee works closely with the Board of Studies and the Dean, offering advice and feedback on all matters related to the curriculum. Its tasks include:
- Advising on the annual formulation of UCR’s academic rules and regulations
- Evaluating how these rules are implemented
- Contributing to ongoing conversations about the quality and development of education at UCR
According to Dutch higher education law, the Program Committee must be given space to advise before policies are finalized—and must be kept informed about how its input is used. This helps ensure that decisions are thoughtful, collaborative, and rooted in experience.
